Government Adapts Formula To Measure Benefits Of Quarantine

Even if the Mediterranean fruit fly infestation in California was not a threat to other states, Kansas agricultural law got their state covered from that and other form of pestilence from other states and it has been in effect since 1907. The affected area in California that time was not their fruit growing part, so maggot contaminated fruits are not expected to reach Kansas. It has been calculated that by the time the flies reach the state, if ever they do reach it, they would die even before they could start pestering.

Every Mediterranean fruit fly is expected to perish in the Kansas winter. California has had several other incidences of Mediterranean fruit flies infestation. Pests have attacked Florida in the years 1929, 1930, 1956, 1958, and 1963, Texas in 1966, and California in 1975 and 1976. Past techniques of getting rid of the pests include a medley of Malathion insecticide, traps, baits, and sending away of sterile male insects. Further education on the subject of pest control can be found at local home pest control.

A memo on the agreed plan to be followed by all the states and its officials with the United States Department of Agriculture should any emergency such as this transpire. A federal crisis rule is employed under which a greater number of staff were trapping the flies and imposing elimination. The eradication efforts included trapping in known infested areas and surrounding areas, releasing of sterile male flies to bring the population down, and aerial spraying of Malathion to wipe the populations out.

When it is elected that detention is called for, the government employs a formula to compare the weight of the benefits against the risks of actually having a detention. The chosen technique should be economically possible, realistic, and could take effect before the insects start spreading. A public hearing precedes an announcement of federal or state quarantine. No fruit can be exported from a state without the certification of having met the fumigation and cold treatment requirement or of the assurance that they grew from unaffected areas, once the quarantine is rendered in effect by the federal government.

The Kansas plant pest act declares that everyone is prohibited to go against the terms of a countrywide quarantine and the state can punish any person who defies the rules of quarantine. The pests that are unfavorable for Kansas are the constant nemesis of the entomology division. The list of terrible out of state pests being targeted by entomologists to be caught include gypsy moths, Japanese beetles, soybean cyst nematodes and witch weeds which Kansas does not have. Kansas is not exempt from the pests that need to be quarantined by other states. California, for example, warrants that corn and sorghum grains from Kansas be cured by fumigation or checked out before being brought inside state due to the existence of the European corn borer, a plant vermin which now is in Kansas but not in California. There is a proven occurrence of plumb curculio and apple maggot so Kansas apples need to be cured before getting in the vicinities of California. Every state has rules geared to prevent the transfer of pests from one place to another, just like other countries which require the Kansas state board of agriculture to regulate grain transports from Kansas and assure they are clear of certain pests before they leave the state.
